CARICOM Closes eAPIS Portal: Operators Must Register for New MDEX System from 1 October

Passenger and crew manifests for flights to and from participating Caribbean states must now be submitted through the new Manifest Data Exchange (MDEX) portal, effective 1 October. The system is operated by the CARICOM Implementation Agency for Crime and Security (IMPACS).

Operators who previously filed through the eAPIS web portal must register for a new MDEX account, since existing eAPIS accounts do not transfer automatically. Operators submitting data via ARINC or SITA are not affected, IMPACS said, while those using eAPIS web services have until 31 December 2026 to transition, after which submissions must use the MDEX RESTful APIs.
The underlying data obligations remain unchanged, with only the submission channel having shifted.
