Toulouse Métropole Votes to Open Toulouse-Lasbordes Aerodrome to Delegated Management Amid Fee Dispute

Why It MattersA move from municipal to delegated management at a major French general aviation field signals that loss-making local aerodromes may follow, and fee-sensitive flying clubs and training schools could be exposed.

On 15 October 2026, the Toulouse Métropole council adopted a resolution in principle opening Toulouse-Lasbordes aerodrome (LFCL) to management under a Délégation de Service Public (DSP), replacing the direct municipal management it has run for about twenty years. The aerodrome opened to public air traffic in 1955. It has a 950 m hard-surface runway, a grass runway for microlights, about twenty hangars, eight flying clubs among some thirty based organisations, and around one hundred aircraft.

The Association des usagers de l'aérodrome de Toulouse-Balma-Lasbordes (AUATBL) says LFCL is France's sixth-largest general aviation airfield, with nearly 55,000 movements a year and about 1,600 pilots, 40% of them students in training. The association says aeronautical fees for flying clubs have risen sixfold in eight years, with a per-movement rate set to reach €21.50 by the end of 2026, and local property tax has risen 6.5-fold in ten years. It says these increases came without notable service improvements or investment prospects and threaten the viability of some user organisations.

Toulouse Métropole says the current model has reached its limits: the service is structurally loss-making, with a deficit estimated at €234,000 since 2021 despite a gradual fee reform begun in 2023, while maintenance and upgrade needs remain significant. It also cites growing technical and regulatory requirements, a reduction in the hours of air traffic control provided by the Direction générale de l'Aviation civile, and user dissatisfaction with service quality. Local tensions with residents over urbanisation and restrictions on hours and movements have also been noted.
