The action was prompted by European Union Aviation Safety Agency AD 2026-0041, dated February 27, 2026, which identified new or more restrictive airworthiness limitations for airplane structures and safe life limits. A notice of proposed rulemaking was published on June 30, 2026 (91 FR 39569), and the FAA received no public comments on it. The new AD continues to require the actions mandated under AD 2023-23-06 and additionally requires operators to revise their maintenance or inspection programs to incorporate the updated limitations specified in EASA AD 2026-0041, while also incorporating by reference EASA AD 2023-0100, dated May 11, 2023.
The FAA estimates the directive affects 315 airplanes on the U.S. registry. Compliance costs are estimated at 90 work-hours per operator at $85 per work-hour, for a total cost of $7,650 per operator, covering both retained actions from AD 2023-23-06 and the new actions introduced by this directive. The Director of the Federal Register approved incorporation by reference of the primary referenced publication effective October 16, 2026.
