Telkom University and AirNav Indonesia Present AI-Based NOTAM Drafting App at US Aviation Safety Forum
Why It MattersAutomating NOTAM drafting with language models points to air navigation providers moving routine safety-notice work toward AI-assisted tools, provided outputs still meet international format standards.
Telkom University and AirNav Indonesia have jointly developed an artificial intelligence application for drafting Notices to Airmen (NOTAMs). It was presented at the Aviation Safety and Security Reverse Trade Mission (RTM), organized by the United States Trade and Development Agency (USTDA) in Arlington, Virginia, from 26 October to 6 November 2026. The forum gave Indonesia and the Philippines a venue to exchange information and explore technology cooperation on aviation safety and security.

The application uses Large Language Model (LLM) technology. Staff can enter information, such as runway repair work, in everyday language, and the system converts it into a more concise, specific NOTAM that conforms to applicable standards. NOTAMs carry notices about changes to facilities, services and procedures, as well as potential hazards that can affect flight safety, and they serve as a reference for pilots, airlines and other stakeholders, so they must follow international aviation formats and standards.
The collaboration began in 2025. On 28 July 2025, the two institutions held a soft launch of the NOTAM-AI application development and signed a cooperation agreement. Telkom University, part of TelkomGroup and under the Yayasan Pendidikan Telkom (YPT), said it hopes the technology will improve the efficiency, accuracy and safety of air navigation services. Prof. Suyanto of Telkom University said the aim is for university research to be implemented directly and benefit industry, and for Indonesian innovation to be able to compete globally.
