ISO-Gruppe Supports Asia's First Remote Digital Virtual Tower at Penang Airport, Malaysia
Why It MattersDigital remote towers moving from European pilots into Asian airports signal that paper-free flight strips and integrated surface surveillance are becoming standard for regional air traffic control modernisation.
ISO-Gruppe, through ISO Software Systeme GmbH, is supporting the implementation of the Remote Digital Virtual Tower Penang (RDVT Penang) at Penang International Airport in Malaysia, described as the first digital air traffic control installation in Asia. The newly integrated Electronic Flight Strip System fully replaces paper-based flight strips and gives controllers a digital interface for tracking and sharing flight data such as estimated arrival and departure times, routes and clearances. Automated processing and the integration of weather conditions, active NOTAMs and airfield lighting status support coordination of approach and taxi movements.

SKYcontrol Ground Track, the ground and approach surveillance system, replaces the existing approach radar display. It feeds the flight strip system with second-by-second landing tracking and departure detection, along with information on taxiing and parking maneuvers. According to the project description, this improves safety and situational awareness of surface traffic and nearby airspace, and captures data points for future planning optimization.
The project is in the final ORAT (Operational Readiness and Airport Transfer) phase. RDVT Penang will run in parallel with the existing tower system for about two months, during which controllers will be gradually trained on the new digital processes. All other third-party systems, including video walls and voice communication systems, have already been accepted. Once testing is complete, the project moves into the maintenance and warranty phase, with system status monitored through the integrated RCMS module.
Stephan Schaer, Project Manager at ISO Software Systeme GmbH, said the total project duration of 14 months shows the maturity of the SKYcontrol platform and its ability to integrate into complex systems, and called the project a springboard for further expansion in the Asian aviation market. Marcel Bender, Technical Project Manager at the company, said Penang is its second major customer in Malaysia, alongside long-standing client KLIA.
