TVA Uses Tecnam P2012 Special Mission Platform to Survey 16,000+ Miles of Transmission Lines

Why It MattersUtilities moving line inspection from helicopters to purpose-built fixed-wing sensor aircraft point to a growing special-mission niche in light twin piston aviation, driven by operating cost and safety.

The Tennessee Valley Authority (TVA) is using a Tecnam P2012 Special Mission Platform (SMP) to survey more than 16,000 miles of electrical transmission lines across its service network. The twin-engine aircraft carries a LiDAR laser scanner and four cameras and, according to TVA officials, surveys more than three acres of land per second. The sensor data and imagery let transmission foresters pinpoint encroaching vegetation and send maintenance crews directly to affected locations.

Operating costs drove the shift from helicopters to a fixed-wing aircraft. TVA Aviation Manager Phil Kanagy, who previously flew the surveys by helicopter, said helicopter operating expenses were 75% higher than the airplane's. "We're able to collect the data much faster than before, much cheaper than before, and at a higher altitude than we were with helicopters," Kanagy said. The aerial approach also lowers safety risks for personnel who would otherwise survey corridors on foot. TVA Transmission Forester Matthew Townsend said work that previously required months of ground analysis now takes about 15 to 20 minutes, and that the method avoids hazards such as heat stress and snake bites in the field.

The program surveys more than 5,000 miles of critical transmission corridors each year during vegetation management cycles. A two-pilot crew covers about 450 miles per day, compared with up to five miles per day for ground crews. The P2012 SMP is powered by twin Lycoming TEO-540-C1A piston engines, burns approximately 31 gallons of fuel per hour, and has dual ventral hatches configured for sensor payloads.
