Police and city officials in Dubuque, Iowa, restarted preparations for President Donald Trump's Sunday, Nov. 1, rally at the Five Flags Event Center after the event, first cancelled on Thursday, Oct. 29, was put back on the calendar. Republican National Committee officials initially floated a rally in Cedar Rapids on Friday, Oct. 30, but by lunchtime announced the Dubuque event was back on, at a slightly earlier time than originally planned. Doors open at 10:30 a.m., and Trump is expected to speak at 2 p.m.

Dubuque police Lt. Luke Bock said planning had been under way before it stopped on Thursday and resumed early Friday morning. Additional security will come from the Iowa State Patrol, the Dubuque County Sheriff's Office and several federal agencies, including the U.S. Secret Service. Police Chief Joe Messerich said event sponsors expect thousands of attendees and asked residents and visitors to be patient and prioritize safety.

Parking restrictions begin as early as Friday evening, Oct. 30, with full street closures around the Five Flags Event Center, including Locust Street, starting Saturday morning, Oct. 31. Pedestrian routes will be affected Sunday, though residences and businesses stay reachable via Bluff and Main streets and alleyways. The arrival and departure of the presidential motorcade will close several roads, including in downtown Dubuque, and motorists should expect delays throughout Sunday. The Federal Aviation Administration is imposing a Temporary Flight Restriction.

Dubuque County Sheriff Joe Kennedy said the motorcade route from the airport to the Five Flags Center is being kept secret. No unauthorized people will be allowed at Dubuque Regional Airport, Airport Road, Aviation Drive or the observation deck. Vehicles parked along the route must be moved beforehand with no grace period, and abandoned vehicles will be towed at the owner's expense. People may not gather on overpasses. Protesters may demonstrate anywhere the public is allowed, but anything thrown, launched or assaultive will likely bring criminal charges.
