Italy Truckers' Diesel Protest Leaves Crotone and Reggio Calabria Airports Without Jet Fuel; Oct 29–30 Strikes Less Sweeping Than Reported

Why It MattersFuel depends on road deliveries to smaller airports, so a ground blockade can strand supply there while larger hubs keep operating, and strike notices differ from what actually stops flying.

What happened

Crotone and Reggio Calabria airports ran out of Jet A-1 after road blockades interrupted fuel deliveries, according to notices from air-navigation authority ENAV. ENAV told flight crews to carry enough fuel to avoid depending on refuelling there. Lamezia Terme, Calabria's main airport, is operating normally. Airport officials say scheduled flights are not expected to be affected, but full restoration of normal refuelling could not be confirmed.

Italy Truckers' Diesel Protest Leaves Crotone and Reggio Calabria Airports Without Jet Fuel; Oct 29–30 Strikes Less Swee

The blockades come from a truckers' protest over high diesel prices that began at midnight on October 16 in Calabria and has spread to Campania, Puglia and Sicily. It has emptied supermarket shelves in parts of the south, and petrol stations have been reported running dry in places. The government has warned of criminal penalties for drivers blocking roads. Puglia's partial blockades have been lifted, and Sicily's protest was suspended, though Gela remained defiant. In Calabria and Campania, stoppages are expected to continue at least until a meeting on…

In the Naples area, regional operator EAV reduced or suspended bus services from October 21 after suppliers failed to deliver enough diesel, including routes around Sorrento, Piano di Sorrento, Meta and Vico Equense. Replacement buses were arranged for several rail lines, including Naples–Sorrento. EAV warned that metro and rail services could be disrupted from October 24 if fuel is not restored. Ferries to Ischia and Procida are at risk, with warnings covering the wider Gulf of Naples.

Separately, strikes on October 29–30 are confirmed but are not a nationwide transport shutdown. On October 29, staff employed by La Lucente at Bologna Airport strike from 12:00 to 16:00. Trenitalia staff in Bologna, Reggio Emilia (including the Mediopadana high-speed station) and Rimini strike from 21:00 on October 28 to 21:00 on October 29. The rail stoppage of the USB general strike begins at 21:00 on October 29.

The October 30 general strike

On October 30, USB has called a general strike across all public and private categories. Its notice covers trains from 21:00 on October 29 to 20:59 on October 30, plus flights and taxis all day, and USB's notice of October 15 confirmed the strike in all sectors, transport included.

The transport element is contested. October 30 to November 5 is a protected holiday period when transport strikes are normally not allowed, and the strike authority asked USB to exclude transport. A second union, USI-CIT, explicitly excludes air, rail, local public transport and maritime transport, but USB's exclusi…

Passenger rights

Flights from Italy are covered by EU261, and UK261 applies to UK carriers on UK-bound flights. Airlines generally treat third-party ground-handling strikes and airport fuel shortages as extraordinary circumstances, so refund, rebooking and care are likely while cash compensation is unlikely. Cash compensation can apply to strikes by an airline's own staff.

Passengers are advised not to cancel before the airline does, and to check the Ministry of Infrastructure and Transport strike register and operators' notices.

Industry impact & what to watch

Jet fuel reaches many regional airports by road tanker, which makes small fields the first to feel a trucker blockade. A main airport such as Lamezia Terme can keep operating normally while two smaller Calabrian airports run dry. For operators, the practical effect is tankering: ENAV's instruction to carry enough fuel to avoid depending on refuelling there shifts cost and payload onto the flight.

The second lesson is about how strike announcements translate into disruption. The October 29–30 actions are confirmed but are not a nationwide transport shutdown, and the transport part of USB's October 30 strike is contested, with the strike authority having asked USB to exclude transport. Passengers and operators face a patchwork of narrow stoppages, such as the four-hour La Lucente action at Bologna on October 29, rather than one clean closure.

The liability side follows the cause. Airlines generally treat third-party ground-handling strikes and airport fuel shortages as extraordinary circumstances, which points to refund, rebooking and care rather than cash compensation. Strikes by an airline's own staff can be treated differently.

The next dated markers are the Calabria and Campania stoppages, expected to continue at least until a meeting, and EAV's October 24 warning for metro and rail. Whether Crotone and Reggio Calabria regain normal refuelling is still unconfirmed.
