CDC Orders Attestation From All International Air Passengers to US: No Presence in DRC in Prior 21 Days
Why It MattersA new mandatory attestation step lands on every international arrival, adding a documentation task for operators and handlers serving US-bound business jet passengers alongside commercial carriers.
The Centers for Disease Control and Prevention (CDC), part of the Department of Health and Human Services, issued an Order on October 22, 2026, requiring all air passengers boarding an international flight into or connecting through the United States to sign a statement attesting that they have not been present in the Democratic Republic of the Congo (DRC) in the 21 days before boarding.

The requirement takes effect November 3, 2026, at 11:59 p.m. and applies to flights departing a foreign country for the United States at or after that time.
