Total Linhas Aéreas Grounding Exposes Systemic Failures in Brazil's Air Freight Sector

Brazil's aviation regulator ANAC has suspended the Air Operator Certificate of Total Linhas Aéreas under administrative proceeding 00058.072980/2026-241, grounding the carrier's fleet and removing roughly 900 metric tons of monthly cargo capacity from the domestic market. Total was one of Brazil's oldest dedicated freight and charter airlines, carrying nearly 1,000 metric tons of cargo per month largely under state postal contracts with Empresa Brasileira de Correios e Telégrafos. ANAC had placed the carrier under four precautionary measures since 2024, three of which remained active when the board voted to suspend the certificate, with Reporting Director Rui Chagas Mesquita basing the ruling on technical assessments from the flight standards, airport infrastructure and operational safety directorates.
Inspectors found that Total's Safety Management System and Continuing Analysis and Surveillance System, mandated under RBAC 121.373, had broken down, with incomplete technical flight logs, missing maintenance records and uncertified replacement components lacking paper trails under RBAC 121.380. ANAC had already ordered the removal of Total's director of operational safety in 2024, and the carrier failed to file mandatory incident reports required by ANAC Resolutions 709 and 714. Inspectors also found undeclared lithium batteries being transported in violation of hazardous materials rules.
A critical incident occurred on November 9, 2024, when Total Flight 5682, a Boeing 737-400 freighter registered PS-TLB on an overnight postal run from Vitória to São Paulo Guarulhos, suffered an in-flight cargo fire; the cause has not been determined. Pilots executed an emergency landing at Guarulhos and escaped through cockpit windows before flames consumed the fuselage on the runway. When Total submitted a corrective action plan in August 2026, ANAC rejected it, finding that the proposal addressed only a fraction of the identified deficiencies and offered no institutional plan to rebuild internal controls.
The grounding disrupted the Rede Postal Noturna, the overnight postal network established in October 1974 that moves high-priority parcels between midnight and 06:00 to meet delivery deadlines for express products such as Sedex 10 and Sedex 12. Consolidation over the past decade had reduced the primary roster of night flight operators to just two carriers, Sideral Linhas Aéreas and Total; with Total grounded, overnight corridors linking Guarulhos and Brasília to state capitals across the North, Northeast and Southeast were eliminated, prompting ECT to open urgent talks for replacement capacity.
