Aitheras Aviation says relocating Burke Lakefront Airport transplant flights is 'not plausible'

Why It MattersThe dispute shows how medical charter operations tied to a single airfield can become leverage in municipal redevelopment fights where economic-impact data and patient-care claims compete for political weight.

What happened

Aitheras Aviation, a medical charter operator headquartered at Burke Lakefront Airport in Cleveland, told a Cleveland City Council Transportation and Mobility Committee hearing Wednesday that relocating its organ-transplant flights to another airport would compromise patient care and is 'not plausible.' George Katsikas, owner of Aitheras, said, 'If we were to go to Lorain County, Cuyahoga County, Akron-Canton, there's been suggestions by the administration, even Cleveland Hopkins, that will compromise and make difference in life and death.' The company is proposing an Air Medical Campus on the lakefront and describes its operations as critical infrastructure.

The hearing, which the city declined to attend, gathered stakeholders who uniformly support keeping Burke open. Mayor Justin Bibb has called for the airport to close by 2029, the same year the Cleveland Browns are set to leave the city, as part of a lakefront redevelopment plan. The city has not formally requested the Federal Aviation Administration to close the airport.

The Lakefront Airport Preservation Partnership (LAPP), represented by Kyle Lewis, cited 2024 Ohio Department of Transportation data showing Burke employs 664 people, carries a total payroll of $58.5 million, and generates a $194.8 million economic impact. LAPP says Burke handles approximately 50,000 operations per year, generates $1.3 million, funds itself, and has not accepted grants since 2019. The group disputes characterizations of a taxpayer deficit and says the city does not subsidize Burke through general fund transfers. A former city employee who worked in Burke's airport operations said airlines flying out of Cleveland Hopkins International Airport oppose closing Burke, citing concerns about increased congestion and the need for additional airport infrastructure.

The North Coast Waterfront Development Corporation released two concepts for what could be done with the site if Burke were closed. Council members did not vote Wednesday, and no legislation on Burke's future was before them.

Industry impact & what to watch

Burke's standoff is a case study in how a single-airfield operator can anchor a redevelopment fight: medical charter work carries an urgency argument that general aviation traffic alone rarely musters, and Aitheras is using it to argue the field's closure is not merely inconvenient but dangerous. Organ-transplant and air-ambulance operations depend on proximity and reliable approach access, so any relocation proposal invites scrutiny of response times rather than just operating costs.

Airport-closure disputes like this typically hinge on competing economic narratives — LAPP's figures on jobs, payroll and self-funding status are built to rebut a taxpayer-burden framing, while a city pursuing waterfront redevelopment weighs land value and amenity potential against aviation's footprint. Opposition from airlines at the region's larger hub, worried about absorbing diverted traffic, adds a capacity dimension beyond the Burke-specific argument.

No vote occurred and no legislation on Burke's future has been introduced, and the city has not asked the FAA to initiate a closure process. What happens next likely depends on whether Mayor Bibb's administration formalizes that FAA request, and whether the two site concepts from the North Coast Waterfront Development Corporation advance into a concrete redevelopment proposal that forces the council's hand.
