Yunnan Survey Tracks 14 Advanced Air Mobility and Drone Entities as Province Sets 2027 Low-Altitude Economy Targets

Why It MattersYunnan's low-altitude economy is currently carried by industrial and public drone work rather than passenger eVTOL service, with the province's eVTOL ambitions still dependent on end-2027 test milestones.

A survey of advanced air mobility and drones in Yunnan province covers 14 companies, public bodies, drone programs and services, each carrying a status and the date it was last checked. Seven are active, three have only announced, one is planning, one is emerging and two are unverified. Yunnan is the twenty-third provincial-level division in the China series, surveyed in one batch with Guizhou and Italy, and the entries are grouped into six clusters: Kunming, Mile, Huaning, Lüchun, Nujiang and Pu'er.

Yunnan's provincial government issued, through its general office, a plan for the orderly expansion of low-altitude economy application scenarios, signed June 8, 2026 and published June 11, 2026, with 18 tasks and targets for the end of 2027. The copy on the provincial development and reform commission's site carries no document number. The plan puts regular sightseeing routes on mature aircraft and sets an eVTOL plateau passenger test in a specified area by the end of 2027; it names no eVTOL service at Erhai in Dali or in Honghe. Kunming published suitable airspace for micro, light and small drones on February 5, 2026, and an updated edition on June 17, 2026; all airspace outside it is controlled airspace for uncrewed aircraft.

The drones at work on the commission's 2026 pages are industrial and public. Yunnan Power Grid reports more than 4,900 drones, 452 smart docks and more than 450,000 km of inspection a year, and its heavy-lift drones carry power construction material in 10 prefectures and cities. China Post carries mail by drone in Banpo township, Lüchun county, about 300 flights in total, and its Nujiang branch runs a pilot covering three villages in Chenggan township. A drone channel between two campuses of Kunming Children's Hospital flew more than 2,160 flights from late 2023 to November 2025.

No eVTOL service was found. The one EH216-S sightseeing flight found on a government page was a demonstration at Jingmai Mountain in Pu'er, in the commission's typical case of November 4, 2025. An EH216-S flight across Erhai on June 17, 2026 is known from press only. No official count against the plan's targets was found, and none falls due before the end of 2027.
