New Zealand's Civil Aviation Authority (CAA) has issued Navair, an Australian-based charter operator, a Foreign Air Operator's Certificate authorising unlimited on-demand charter flights into, out of, and within New Zealand. The certification falls under New Zealand's Part 129, which governs foreign air transport operations; previously, overseas operators without formal certification were limited to a single landing and takeoff within any 28-day period. Navair's approval removes that ceiling, allowing repeat charters and multi-stop itineraries without seeking individual approvals for each rotation.
The approval covers domestic New Zealand sectors as well as international routes linking New Zealand with Australia and the Pacific, letting Navair structure continuous operations, including positioning aircraft for last-minute requests and supporting multi-city business itineraries, without repeated ad hoc permissions. New Zealand classifies paid private charter flights as commercial air transport, subject to requirements including advance passenger information, biosecurity compliance, and use of approved airports of first arrival.
Foreign operators certified under Part 129 are evaluated against standards aligned with International Civil Aviation Organization requirements covering airworthiness, crew qualifications, and operational control. The CAA has a track record of suspending or withdrawing certificates from operators that failed safety or documentation standards, a threshold Navair must sustain to keep its new status. Industry observers note that a certificated foreign charter provider with unrestricted on-demand authority adds competitive pressure on domestic New Zealand charter operators.
