Arcadis Appointed Owner's Representative for Lufthansa Technik Philippines' New 157,000 sq m MRO Facility at Clark International Airport

Arcadis has been appointed Owner's Representative for Lufthansa Technik Philippines' (LTP) new Maintenance, Repair, and Overhaul facility at Clark International Airport in the Philippines, with the two parties marking the appointment through a contract signing ceremony on 11 August 2026.

Arcadis Philippines will provide full Project Management and Construction Management services, including cost management, covering delivery from a bare site through to operational readiness. The new facility will span 157,000 square meters and forms part of LTP's long-term growth strategy to expand its aircraft maintenance capacity in the Asia-Pacific region. As Owner's Representative, Arcadis will provide senior oversight, governance, reporting, and stakeholder coordination across construction through to handover, with key responsibilities including proactive risk management, cost control, schedule management, and operational readiness planning, and a particular focus on coordinating specialist aircraft docking systems and their critical hangar interfaces under a compressed delivery program.

The Clark facility will complement LTP's existing operations in Manila, where the company has been established for more than 25 years. Darneil Perez, Country Director of Arcadis Philippines, said the appointment reflects a shared commitment to growth, innovation, and excellence, adding that the firm will provide the project leadership and governance needed to deliver the complex development with confidence. Holger Beck, President and CEO of Lufthansa Technik Philippines, described the Clark facility as a significant step in the company's long-term growth and its commitment to strengthening capabilities in the Asia-Pacific region.

Large MRO builds of this kind typically bring in a dedicated Owner's Representative precisely because the risk sits less in the concrete and steel than in the interfaces between building and equipment — here, the coordination of specialist aircraft docking systems with hangar structures under a compressed schedule. Assigning that governance role separately from the contractor gives the owner an independent line of cost control, schedule tracking, and risk reporting through to handover, rather than relying on the builder to self-certify readiness.

For the wider Asia-Pacific MRO segment, this case shows how capacity expansion decisions are increasingly tied to a location's airport infrastructure and land availability rather than simply proximity to an existing base — Clark sits alongside, rather than inside, LTP's long-established Manila operation. What remains to be seen is how the compressed delivery program holds up once docking-system installation and hangar interface work begin in earnest, since that is the phase Arcadis itself has flagged as the focal risk.
