Drone Restrictions, GNSS Interference and a Record El Niño Strain Charter Flight Planning

Why It MattersCharter planning is being squeezed by several overlapping operational frictions at once, so alternates, fuel reserves and routing flexibility are becoming a standing cost of dispatch in affected regions.

Private and charter aviation faces an accumulation of operational frictions rather than a single crisis, according to a planning review. In Russian airspace, airports imposed roughly 3,594 flight restrictions between January and October 2026 in response to Ukrainian drone attacks, including 545 in October alone. Because these measures are numerous, geographically dispersed and imposed with little warning, the review advises building any mission with a Russian departure, arrival or technical stop around at least one alternate well outside the affected region, with fuel for a substantial hold.

Drone activity also interrupted flights at Jersey Airport on two consecutive evenings, prompting Jersey to ask the United Kingdom for counter-drone support. In Astana, Kazakhstan's State Protective Service restricted vehicle movement on certain streets from November 5 to 7 ahead of international political events, with military training flights scheduled from November 1. These are ground-side restrictions and military activity rather than a formal civil airspace closure.

EASA has reported that GNSS jamming and spoofing have increased across the Middle East and Mediterranean, and revised its safety bulletin on 3 July 2026 to address crew training and pilot-controller communication. In Yemen, Houthi forces are advancing into al Maqatirah District, with fighting south of Taiz City and along the Red Sea coastal front near Bab al Mandeb; this concerns ground combat and does not establish any new airspace closure. Emirates reported a pre-tax profit of one billion dollars for the six months ending September 2026, a 68 percent fall against the same period a year earlier.

Multi-model forecasts point to further El Niño intensification, with the Niño 3.4 seasonal anomaly projected near plus 3.8 degrees Celsius for November 2026 to January 2027 and a peak around December. The WMO Secretary-General has described the event as potentially unprecedented, off the monitoring charts used for the past four decades. Drought-driven megafires in Indonesia have spread smoke over much of Southeast Asia, historic drought is reported in French Guiana, and hurricanes in Mexico point to an active tropical season.

Separately, a private jet flying from Austin, Texas, to the Bahamas crashed at Greenacres near West Palm Beach, Florida, killing all nine people on board; no cause has been reported.
