Putin says peace deal possible but Ukrainian aviation warning complicates talks

Speaking at the Eastern Economic Forum in Vladivostok on September 3, 2026, Russian President Vladimir Putin said there was a chance of a peace agreement to end the war in Ukraine, while noting that restarting negotiations had become harder following Ukrainian attacks on shipping and Kyiv's call for civilian aircraft to avoid Russian airspace. He said the United States and China were among countries ready to support a settlement, but added that "ultimately, however, the problem must be resolved by the countries involved in the conflict — Russia and Ukraine."
Putin described Ukrainian attacks on civilian merchant ships and what he called "reported threats of attacks on civilian aircraft" as "acts of state terrorism," saying this complicates the prospects for bilateral peace talks. Earlier in the week, Ukrainian President Volodymyr Zelenskiy had warned airlines and insurers that Ukrainian drones made Russian airspace dangerous, while saying Ukraine would target only Russian military facilities and not threaten civilian aircraft. Ukraine also urged the United Nations' aviation agency to ask member states to ban operations in Russian airspace.
Ukraine itself has been cut off from international civil aviation since Russia's 2022 invasion, with its own airspace considered unsafe, and the front line has remained largely static after four and a half years of war with no peace talks since February. Putin confirmed Russia was continuing contacts with the administration of U.S. President Donald Trump, including between the two countries' intelligence agencies and through Trump's envoys, noting that CIA Director John Ratcliffe met Russian intelligence chiefs in Moscow last week, though neither side disclosed the content of those discussions.
