BWI-Marshall Reopens Runway 10-28 After $83.8M Rehabilitation Project

Why It MattersMajor runway rehabilitations at two-runway airports run for months on a single surface, and a reopening restores the redundancy that scheduled and charter traffic depend on for resilience.

What happened

Baltimore/Washington International Thurgood Marshall Airport (BWI-Marshall) announced on Thursday that it has completed a major rehabilitation of Runway 10-28 and reopened it to traffic. The project carried a price tag of $83.8M, and the runway is the airport's longest.

The first aircraft to use the reopened runway was Southwest Airlines flight 716 from West Palm Beach, Florida, which touched down on Thursday afternoon.

The runway had been closed since July so crews could carry out milling and paving and install a modern LED lighting system. Runway 10-28 is one of two commercial runways at the airport.

Industry impact & what to watch

A runway of this scale is a long-lived asset, and work of this kind means taking the longest surface at a two-runway airport out of service for several months. During that period all commercial operations depend on the remaining runway, which narrows scheduling flexibility and leaves less room to absorb weather, maintenance or incident disruption.

The return of Runway 10-28 restores the second commercial runway and, with it, the airport's usual operating margin. Longer runways also matter for aircraft that need more distance at higher weights, so the reopening widens the set of operations the field can handle comfortably. The new LED lighting system is part of the same package of work and applies to the runway's day-to-day use.

The practical test comes in the weeks after reopening, when airlines and other operators resume normal use of both runways and the airport's operating pattern settles back to its pre-closure shape.
