Experts Offer Guidance on CPDLC Operations in European Airspace

EUROCONTROL has published a two-page PDF guide titled "Recommended Practices for CPDLC in Europe," offering instructions and tips for Controller-Pilot Data Link Communications operations in European airspace, where CPDLC is mandatory. Daniel Galvin, an international pilot for a Part 91 operator, described the guide as "a very valuable and informative" resource and said he keeps a copy in his ForeFlight international folder.

Gary Dietz, NBAA's IOC North Atlantic Regional Lead and an international instructor at Scott IPC, noted that the guide is written for aircraft equipped with ATN (Aeronautical Telecommunications Network), not for FANS-1/A operations. Dietz said ATN-equipped aircraft must list J1 in Field 10A of the flight plan and enter the aircraft's Mode S address in HEX (hexadecimal ICAO address) form in Field 18, warning that incorrect or missing codes will result in a rejected flight plan. He advised crews to verify their aircraft appears on the EUROCONTROL logon list.
Galvin noted that newer aircraft such as the Bombardier Global 7500 and the Gulfstream G700 have avionics certified for CPDLC with many procedures automated, while older aircraft with aftermarket STC'd installations require pilots to perform steps manually. He said manually switching between FANS and ATN can lead to dropped datalink connections, making it essential to know how to quickly log back on.
On managing in-flight messages, Dietz said pilots have approximately one minute to respond to uplink clearance messages, and that using the "STANDBY" message gives crews additional time to discuss clearances or re-routing before accepting or rejecting them. Galvin also said that if a CPDLC system becomes inoperative in Europe, pilots can amend the aircraft's minimum equipment list and corresponding field codes, allowing operations above FL285 for up to 10 days.

This guidance belongs to a broader category of mandate-driven compliance advice, where regulators or air navigation service providers issue technical clarifications to help operators avoid procedural rejections rather than safety incidents. CPDLC in Europe already functions as a hard requirement, so the practical risk sits less in whether crews can communicate and more in whether flight plan fields, aircraft equipage codes and logon lists are entered and matched correctly before departure.
The segment's mixed fleet of ATN-native avionics and older FANS-1/A or STC'd retrofits means crews cannot rely on a single standardized workflow; familiarity with the specific aircraft's data link system becomes as important as knowledge of the airspace rule itself. Where automation is built in, as on newer widebodies, the margin for procedural error narrows; where it is manual, the burden shifts to pilot training and quick recovery from dropped connections.
What remains to be seen is how consistently individual flight departments update their own checklists and training to reflect the EUROCONTROL guide's specifics on field coding and MEL-based contingency procedures, since the guide itself is advisory rather than a change to the underlying mandate.
