On the maintenance side, the Aviation Technician Education Council (ATEC) counts a U.S. civil aviation maintenance workforce of more than 431,000. The FAA issued approximately 9,000 new mechanic certificates in 2024, which ATEC describes as the second-largest year-over-year increase on record. ATEC still projects a 10 percent shortage of certified mechanics, narrowing to 7 percent by 2035, leaving roughly 10,000 mechanics short of what commercial passenger and cargo flying alone requires; business and general aviation demand sits on top of that figure.

A poll conducted at NBAA's National Safety Forum found that 53 percent of operators identified pilots as the role hardest hit by workforce shortages, while 35 percent cited maintenance. In response, 16 percent of operators said they are outsourcing operations and 9 percent are bringing on temporary staff. Flight departments typically manage four or five separate staffing vendor relationships covering cockpit, cabin, maintenance, and scheduling or dispatch, each with its own master service agreement, insurance certificate, onboarding process, invoice cycle, and screening standard, with coordination typically falling to the same person handling scheduling, compliance, and training records.

In-Flight Crew Connections (IFCC), an aviation staffing firm active since 2002, states it covers all four role types—contract pilots, cabin attendants, A&P mechanics and avionics technicians, and certified dispatchers—under a single agreement, with all contract placements classified as W-2 employees. The company reports a 99.7 percent crew request fulfillment rate across more than 400 flight departments, 13 consecutive ClearlyRated Best of Staffing Awards, and a 92 percent Net Promoter Score.

The NBAA poll shows how operators are already responding, with roughly a quarter turning to outsourcing or temporary staff rather than filling roles internally.
