Spain Awards Gestair Maintenance €118.6 Million Contract to Service Air Force State Aircraft Fleet

What happened
Spain's Ejército del Aire y del Espacio (Air and Space Force) has formalised the award of a maintenance contract for its state aircraft fleet to Gestair Maintenance, under a framework agreement valued at up to €118.6 million over an initial four-year period, extendable to a fifth year. The fleet covered comprises ten aircraft: five Dassault Falcon 900s (designated T.18), used for VIP transport; two Airbus A310s (T.22), used for strategic authority transport; and three Cessna Citation Vs (T.20), employed on aerial photography, radio-aid calibration and medical evacuation missions. All ten aircraft operate from the bases at Torrejón de Ardoz and Getafe, near Madrid.
In this first formalisation of the framework agreement, Gestair was awarded Lot 1, covering the T.22 aircraft, for €73.5 million, and Lot 2, covering the T.20 aircraft, for €7 million — both within the overall ceiling. Three companies initially entered the tender — Gestair Maintenance, European Aviation Competence Center GmbH, and Hispano-Lusitana de Aviación — but the latter two were excluded, leaving Gestair as the sole candidate to reach the final award stage.
Gestair had already held the equivalent contract since 2021, when it was awarded a previous framework agreement worth €59 million for Lot 1 and €5.5 million for Lot 2, a process in which it was also the only bidder. Gestair Maintenance was acquired in May 2025 by Corporación Financiera Azuaga and Hyperion Fund, which describes itself as the first European fund specialising in defence and aerospace; Pablo Casado, former leader of the Partido Popular, is a founding partner and managing partner of Hyperion Fund. Gestair operates the only maintenance centre in southern Europe certified to carry out scheduled overhauls for Dassault, Gulfstream, Hawker, Cessna, Bombardier and Airbus aircraft. The aircraft maintained under the contract regularly transport the King of Spain, the Prime Minister and other senior state officials, as well as conducting specialised aerial reconnaissance and navigation-aid calibration missions. Neither the Ministry of Defence nor Gestair has issued additional public statements beyond information published in the Boletín Oficial del Estado.

State aircraft maintenance tenders of this kind depend on a narrow pool of providers holding the specific type certifications a fleet requires, and when only one firm clears that bar, the tender process produces a single qualified bidder rather than genuine price competition. That pattern repeated here: the same result occurred in 2021, when Gestair was also the sole bidder, and it recurred in this round after two competitors were excluded before the final stage.
This segment works differently from open commercial MRO competition because state VIP and strategic-transport fleets carry security and continuity requirements that narrow the eligible provider list further still, reinforcing incumbency once a contractor has built the relevant certified capacity. Gestair's position as the only certified centre in southern Europe for scheduled overhauls across six manufacturers — Dassault, Gulfstream, Hawker, Cessna, Bombardier and Airbus — illustrates how consolidated that capacity can become in a single national market.
The contract's award value nearly doubled the combined 2021 figures of €59 million and €5.5 million, a shift worth watching alongside Gestair's May 2025 ownership change to Corporación Financiera Azuaga and Hyperion Fund. Whether future lots under the same framework agreement draw additional qualified bidders, or whether the pattern of single-candidate awards continues, will depend on how many firms invest in matching Gestair's certification base before the next tender cycle.
