Blue Grass Airport Requires FBO Reservations for General Aviation During Breeders' Cup 2026, Oct. 28–Nov. 1

Why It MattersEvent-driven airport capacity is rationed through the FBO: a single reservation gate, closed runway space converted to parking and mandatory pre-departure service coordination turn a major race meet into a slot-controlled operation.

What happened

Blue Grass Airport (LEX) expects higher-than-normal traffic from 12:00 p.m. EST on Wednesday, October 28 through 11:59 p.m. EST on Sunday, November 1, 2026, for the Breeders' Cup at Keeneland. For that window the airport will run under various air traffic initiatives and a special ground operations plan for general aviation visitors.

Every general aviation arrival and departure in the window requires a reservation through the airport's FBO, Signature Aviation, which will operate on both the east and west sides of the airfield. Reservations are made by calling 859-255-7724 (ASRI 129.875), and Signature assigns a parking location at the time of booking. To create extra aircraft parking, Runway 9/27 and portions of Taxiway F will be closed. Pilots are encouraged to review LEX facility information and all published NOTAMs before leaving their home base.

Three color-coded parking areas are in use. BLUE is reached from Taxiway C, T1 or T2; aircraft are towed to overnight parking after arrival and again before departure, except drop-and-go traffic, which is limited to 30 minutes of apron time. GOLD is for international traffic and is reached through the Customs apron entry route off Taxiway C, T1 or T2; passengers clear U.S. Customs after engine shutdown, then the aircraft starts up and repositions to its parking location under its own power. GREEN is reached from Taxiway F at F4, with aircraft towed to overnight parking.

For departures, pilots must coordinate all services, including fuel, catering, coffee and ice, with Signature Aviation before departure day, and return keys and paperwork to Signature before leaving. Pull-up times are tied to reserved departure times, and earlier pull-up requests may not be feasible. BLUE and GREEN departures monitor ATIS on 126.3 and contact Clearance Delivery on 132.35 before engine start. After start they follow marshaller direction and exit the apron, holding short of Taxiway C (BLUE) or Taxiway F3 (GREEN). When number one in line, they contact Ground Control on 121.9.

Industry impact & what to watch

LEX is handling the Breeders' Cup the way many airports handle a one-off demand spike: by making the FBO the single gate through which all general aviation movements pass. Closing Runway 9/27 and part of Taxiway F to create parking converts airfield capacity into ramp space, which means the constraint on the event is where aircraft can sit, not how many can land. A reservation that carries an assigned parking spot is, in practice, a slot.

That shifts planning work earlier for operators and charter brokers. Fuel, catering and ground services have to be settled with Signature before departure day, and pull-up times follow the reserved departure time, so a late change to a passenger itinerary has fewer places to absorb it. The tow-based BLUE and GREEN flows and the 30-minute drop-and-go limit also mean an aircraft cannot simply wait on the apron for its passengers.

The international GOLD flow carries its own sequencing: Customs clearance happens after engine shutdown and before the aircraft repositions, so Customs timing becomes part of the ramp schedule. The dated markers to track are the October 28 start of the window and the NOTAMs covering the closures.
