Hawaii AAM Survey: Electric Inter-Island Flights Remain a Plan While Drones Handle Public-Service Work

Why It MattersHawaii shows how island markets may reach electric aviation through cargo and public-service flying first, with passenger service gated on aircraft certification rather than operator demand.

A survey of Hawaii's advanced air mobility and drone industry maps 15 companies, programs and facilities, each with a status and a last-verified date. Hawaii is the 36th US state covered in the series. It ranks 27th of 50 states by active organizations (7, tied) and 31st of 45 by share operating (47%), and Honolulu County holds 10 of the 15 mapped organizations.

Hawaii AAM Survey: Electric Inter-Island Flights Remain a Plan While Drones Handle Public-Service Work

Inter-island electric flight exists only as a plan. Surf Air Mobility, whose Mokulele Airlines flies Cessna Caravans between nine island airports, placed a firm order for 25 BETA Technologies ALIA CTOL aircraft on March 12, 2026. The company says it will start with cargo and carry passengers only after BETA's passenger aircraft is certified. BETA launched a demonstration campaign from Honolulu in late June 2026, announced on June 26 as market survey flights lasting about six to eight weeks. The state transportation department joined Surf Air and BETA in a bid for the federal eVTOL Integration program.

What flies in Hawaii today is drones, all of it public-service or inspection work. Hawaiian Electric flies wildfire inspections on three islands. The Honolulu Police Department and the state Department of Law Enforcement run drone-as-first-responder programs downtown. A conservation coalition has dropped mosquitoes from drones over Maui and Kauai forests since April 2025. No Hawaii operator holds an FAA drone delivery certificate.

Hawaii has no FAA test site of its own. It is a partner in the Alaska-led Pan-Pacific range, and the state office created in 2015 to run its part has no current record of flights.
