该判决是对爱尔兰高等法院所提先行裁决请求的答复，该案由 daa plc（原 Dublin Airport Authority plc）及其他方起诉 Irish Aviation Authority 和 Airport Coordination Limited。案件涉及当地规划对旅客运量上限的限制、机场时刻分配以及《时刻条例》下航空公司的运营权。Irish Aviation Authority 是负责设定协调参数的主管机构。
