Strategic Deconfliction Is Not Tactical Mitigation: The Safety Gap in BVLOS Operations, Analysis Warns

An analysis by Manuel Ignacio Pérez Pan, published by Unmanned Airspace, warns that a properly authorised and digitally coordinated beyond visual line of sight (BVLOS) drone flight may still be exposed to aircraft that never appear on the remote crew's screen. The article distinguishes strategic deconfliction — pre-flight coordination that reduces the probability of an encounter — from tactical mitigation, which addresses residual collision risk after take-off in real time, arguing that pre-flight deconfliction alone cannot resolve an airborne conflict once a UAS is in the air.

EASA has warned that the SORA concept of "tactical mitigation" should not be confused with the formal provision of tactical separation services described in ICAO's air traffic management framework, and the analysis does not suggest every BVLOS operation requires an air traffic separation service. Under the European SORA framework, strategic mitigations can include restrictions on time, route, altitude or geographical area and may use common airspace structures including U-space, reducing the probability of an encounter before take-off without resolving conflict in the air. The European U-space framework can condition activation of a flight authorisation on conflicts with higher-priority UAS operations, e-conspicuous manned aircraft or detected non-cooperative traffic, and a U-space service provider may alert an operator or update or withdraw an authorisation, though EASA guidance makes clear that ending an active flight remains an operator action.
The analysis notes that "non-cooperative" traffic is not automatically illegal or hostile, since an aircraft may lawfully lack compatible electronic conspicuity equipment, and FAA guidance on ADS-B traffic awareness cautions that not every aircraft will be equipped with ADS-B Out or a transponder, making such aircraft invisible on an ADS-B In display. For BVLOS operations assessed under SORA, tactical mitigation is treated as a complete feedback loop of five functions — detect, decide, command, execute and feedback — and the appearance of a traffic symbol on a display does not by itself constitute a complete detect-and-avoid capability; the FAA's ADS-B Traffic Advisory System can alert a pilot to potential traffic but does not issue resolution advisories or manoeuvring guidance, unlike TCAS II. The analysis concludes that without clarity on which function a UTM or U-space service provides, against which traffic, with what performance, and who remains responsible for acting on the information, the word "deconflicted" may carry more operational meaning than the underlying service can support.
