US Senator Blumenthal calls Russia sanctions bill a 'moment of extreme urgency,' urges House passage

Democratic U.S. Senator Richard Blumenthal called passage of sweeping Russia sanctions legislation a "moment of extreme urgency" in a CBS News interview on August 30, urging House colleagues to approve the bill as the chamber prepares to reconvene on August 31. Blumenthal cited both the risk that Russian President Vladimir Putin could escalate the war and Putin's weakened economic position as reasons for immediate action, saying, "It is a moment of extreme urgency, for the reason that Putin may try to escalate, but also because Putin is on his heels economically."

The U.S. Senate passed the legislation overwhelmingly on August 7. The revised bill would impose tariffs of up to 100% on the world's five largest buyers of Russian energy, a scaled-back version of an earlier proposal for a blanket 500% tariff on imports from countries purchasing Russian oil or natural gas. Whether the measure has enough support to clear the House remains uncertain.

The legislation had been stalled in Congress since April 2025 amid President Donald Trump's shifting approach to Russia's war against Ukraine. The revised bill emerged from negotiations between the White House and the late Senator Lindsey Graham, who said shortly before his death on July 11 that he had secured the Trump administration's support for the proposal. One U.S. official told the Kyiv Independent that Trump backs the bill partly to honor Graham, one of his closest Senate allies.

Blumenthal, who visited Kyiv the previous week for Ukraine's Independence Day celebrations, said he was "very hopeful" the House would pass the measure. During his Kyiv visit he urged President Volodymyr Zelensky to meet with U.S. House members, as Zelensky had done with senators ahead of the successful Senate vote. Lawmakers argue the bill would give the Trump administration an additional tool to pressure Moscow to end the war.
