Cyprus Transport Minister Tsolaki Stresses Flight Safety and Aviation Resilience at Flight Safety Foundation Conference
Why It MattersCyprus's position at the crossroads of three continents shows how regional conflicts push small-state airspace managers toward investment in resilience, contingency testing and civil–military coordination as the core of aviation safety.
What happened
Cyprus Minister of Transport, Communications and Works Evie Tsolaki addressed the Flight Safety Foundation – Southeast Europe – Cyprus conference, titled "Regional Conflicts and Aviation Safety: Building Aviation Resilience in Europe." She welcomed representatives of regulatory authorities, air navigation service providers, airlines, airports and international organisations, many of whom had travelled from abroad.

Tsolaki said Cyprus lies at the crossroads of three continents, a position that brings strategic advantages and growth opportunities as well as significant responsibilities. She noted that regional developments can directly affect civil aviation: airspace may be closed or restricted, routes must be adjusted, and air navigation services may come under pressure from military activity or interference with navigation systems.
She said flight safety is non-negotiable for the Government of President Nikos Christodoulides, whose policy focuses on modernising aviation systems and strengthening operational preparedness. Safe airspace management, she said, depends on reliable systems, well-trained personnel and effective coordination among stakeholders, and strong civil–military coordination based on mutual trust and clearly defined procedures further enhances safety. She referred to International Civil Aviation Organisation (ICAO) Standards and Recommended Practices and EU rules as the framework for activity in Cypriot airspace.
The minister expressed the State's gratitude and confidence towards the operational and technical staff of the civil aviation system, and said the Ministry and the Department of Civil Aviation will continue to invest in modernising systems, procedures and skills. She argued that resilience requires continuous preparation, rigorous training, regular testing of contingency and emergency procedures, and trust and cooperation at national, European and regional level.
Tsolaki highlighted the Ministry's cooperation with the Foundation under a Memorandum of Cooperation, saying its work supports safety culture, professional development and regional collaboration. She also congratulated Member of the European Parliament Costas Mavrides, who was due to receive the Foundation's Honorary Award for his longstanding contribution to promoting aviation safety.
Industry impact & what to watch
States positioned near conflict zones carry a disproportionate share of the burden when regional tensions spill into the air. Airspace closures and restrictions, route adjustments and interference with navigation systems all land first on the air navigation provider and on the airlines and operators that fly through the region. The minister's framing of resilience as continuous preparation, training and regular testing of contingency procedures reflects how that burden is managed in practice: through rehearsed procedures and agreed civil–military interfaces rather than ad hoc responses once a disruption begins.
For business aviation, the practical consequence is that routings in and around the eastern Mediterranean are exposed to short-notice changes whenever military activity or navigation interference affects the surrounding airspace. Operators planning flights through the region have to treat airspace availability as a variable to be checked close to departure, alongside permits, slots and alternates.
The next verifiable signals are concrete ones: whether the Ministry and the Department of Civil Aviation follow the stated commitment to invest in systems, procedures and skills with specific programmes, and how the cooperation under the Memorandum with the Flight Safety Foundation translates into training and regional coordination work.
