Serpa-Junior displayed a map showing a large undeveloped area north of General Aviation Drive on the site, labeled "Future Development." "We will likely have a factory here in the United States. We are estimating something around $500 million of investment. And that investment could come to Melbourne, and could go to that piece of land that you saw," he told the audience, adding that the company is "working hard to make that happen" and expressing hope that Florida's Space Coast would host the project.

Embraer issued a statement reiterating that any such U.S. development would require a "significant order" from the U.S. government. Seven NATO nations are currently adding the KC-390 to their fleets, and in February Embraer and Northrop Grumman announced a partnership to enhance the 115-foot-long aircraft's capabilities, including an autonomous midair refueling system.
