Empire Aviation Group, an operator and aircraft manager founded in Dubai in 2007, holds an Air Operator Certificate from the UAE General Civil Aviation Authority, is also registered in San Marino, and works with a network of more than 4,000 executive aircraft worldwide. VistaJet, whose parent Vista Global is headquartered in Dubai, opened its Dubai office in 2010 and expanded in 2019, offering members pre-purchased flight hours on a uniform Bombardier fleet. Jet Aviation runs FBOs at both DXB and the DWC VIP terminal, the latter opened in 2017 and holding IS-BAH Stage 2 certification. Falcon Aviation Services, headquartered in Abu Dhabi and based at the DWC VIP terminal, operates both jets and helicopters for combined itineraries. LunaJets, a Geneva-based broker with a DIFC office, uses ARGUS-certified advisers, is known for discounted empty-leg listings on Dubai–Europe routes, and covers Arabic, English, French, Turkish and Dutch. Air Charter Service, one of the world's largest charter brokers, runs a Dubai team arranging private jets, group airliner charters and cargo flights.

Published broker estimates for routes from Dubai include $21,950 for a midsize jet to New Delhi, $29,850 to Istanbul, and $55,600 for a heavy jet to Moscow, alongside the Abu Dhabi, Riyadh and London figures above; these are described as estimates based on past trips rather than fixed fares, and may exclude landing and handling fees, crew overnight costs, catering, positioning legs or taxes.

Dubai South has announced The VIP Terminal Boulevard, a 769-metre mixed-use development adjacent to the DWC VIP terminal including aviation offices and luxury retail, with delivery phased from 2026. Passengers booking charters are advised to verify the operating carrier's Air Operator Certificate from the UAE General Civil Aviation Authority, check for ARGUS or Wyvern safety certification, obtain written quotes covering all fees, and review cancellation terms before paying a deposit.
