Construction Begins on $54 Million BlueSky San Juan Private Aviation Complex at Luis Muñoz Marín Airport

Why It MattersPrivately funded executive-aviation capacity with its own customs facilities shows how business-aviation infrastructure at a large commercial airport can grow separately from airline development, built around international arrivals and round-the-clock operations.

What happened

Construction has begun on the BlueSky San Juan complex at Luis Muñoz Marín International Airport in Puerto Rico. The $54 million project is financed entirely with private Puerto Rican capital. Construction is projected to finish by summer 2028, with operations slated to begin in the fall of that year.

The complex will include a private aviation terminal (Fixed-Base Operator, or FBO), an apron of approximately 275,000 square feet, and more than 60,000 square feet of hangar space spread across three units. It will also offer premium services for passengers and flight crews, aircraft refueling, and U.S. Customs and Border Protection (CBP) facilities for processing international flights. The project aims to strengthen Puerto Rico's links to markets in South America, Europe and Africa, and to improve convenience for flights arriving from the United States.

The construction phase is expected to generate about 30 jobs. Operation of the facility will create 60 to 80 permanent direct positions and an estimated 110 indirect jobs.

José Maldonado, a principal partner at BlueSky San Juan, said the project will drive economic activity and job creation. Aurelio Alemán, President and CEO of First BanCorp, said the airport is a gateway for the island's economic growth and that the expansion reflects traffic generated by additional investors arriving in Puerto Rico. Aerostar President Jorge Hernández said the project is a significant step toward a modern, competitive airport and that executive aviation is a focus distinct from, yet important to, commercial aviation.

Asked whether BlueSky would compete directly with Isla Grande airport, Maldonado said it would not. He said Isla Grande's clientele consists of local owners of smaller aircraft for local use, whereas BlueSky will serve international clients, with customs services and 24/7 operations.

The project has received approvals from the Federal Aviation Administration (FAA), Aerostar Airport Holdings, environmental agencies and U.S. Customs and Border Protection. Procedures for the remaining operational certifications are progressing in coordination with federal and local agencies.

Industry impact & what to watch

A business-aviation terminal that sits on the same airfield as scheduled airline service, yet is built and funded by separate private investors, is a familiar arrangement at large commercial airports. The operator of the airport grants the approval and the private partner carries the capital cost. Here, the stated emphasis on customs processing and 24/7 operations points at international arrivals as the commercial core of the project, which is a different business from the local, smaller-aircraft traffic Maldonado attributed to Isla Grande.

For charter operators, brokers and aircraft owners routing to the Caribbean, a dedicated FBO with in-house CBP processing changes the practical checklist for a San Juan stop: handling, customs, hangar space and ramp access are assessed together rather than one by one. The three hangar units and the apron of roughly 275,000 square feet define how much parking and storage capacity will exist once the complex opens.

The pending item is the set of remaining operational certifications, which the project says are progressing with federal and local agencies. The fall 2028 start of operations depends on those procedures being completed alongside the construction schedule that targets summer 2028.
