Duffy: AI to Support, Not Replace, Air Traffic Controllers in FAA Modernization

U.S. Transportation Secretary Sean Duffy said artificial intelligence will assist air traffic controllers rather than replace them as part of the FAA's ongoing air traffic control modernization program. Speaking Tuesday at a National Artificial Intelligence Association dinner, Duffy described the technology's adoption as a gradual process, calling it "a slow roll into the airspace."
Duffy said AI will initially focus on providing controllers with additional information rather than making independent operational decisions, citing weather management as a key application, where AI could help identify routes around or through weather systems and improve traffic efficiency. He noted the tools being considered differ from more advanced general-purpose AI models that have raised broader safety and oversight concerns.
The modernization effort covers replacement of radar systems, radios, voice switches, and other aging equipment, along with new software and automation. In June, the FAA awarded Air Space Intelligence a contract for software and AI technology for the Air Traffic Control System Command Center. FAA Administrator Bryan Bedford told lawmakers this week that the first phase of the overhaul is expected to cost approximately $16 billion, above the $12.5 billion Congress has already allocated, with the agency seeking additional funding for later phases.
