EU SAF Supply Reaches 1.1 Million Tonnes in 2025, Exceeding 2% ReFuelEU Aviation Mandate
Why It MattersThe result signals that EU SAF supply chains are scaling faster than the regulatory floor requires, ahead of the tougher 6% blending target due in 2030.
Aviation fuel suppliers delivered 1.1 million tonnes of sustainable aviation fuel (SAF) at EU airports in 2025, equal to 2.8% of total aviation fuel supply of 39.3 million tonnes and above the mandatory 2% minimum share that took effect under the ReFuelEU Aviation Regulation (Regulation (EU) 2023/2405). SAF supply rose nearly sixfold from the 193,000 tonnes supplied in 2024. SAF was delivered at 121 Union airports across all 27 member states, covering 79% of Union airports compared with 33 airports in 2024, and its use is calculated to have cut greenhouse gas emissions at Union airports by 3.33 million tonnes over the year.
"We are pleased to confirm that the SAF mandate under ReFuelEU Aviation was not only met but exceeded," said Florian Guillermet, Executive Director of the European Union Aviation Safety Agency (EASA). "Through our monitoring work, EASA is building a strong evidence base to track this progress, understand how the European SAF market is developing and identify where further action may be needed to support the next stages of the transition."
The EASA report, published as required under the Regulation, found EU SAF production capacity remains on track to meet a 6% blending target by 2030. Some 86% of SAF supplied at EU airports was produced domestically, while 85% of feedstocks originated from outside the EU, and used cooking oil remained the predominant feedstock at 80% of total volume, though a wider range of additional feedstocks entered the mix in 2025. The five largest SAF-receiving countries — the Netherlands, Spain, Germany, Italy and France — accounted for 0.8 million tonnes, or 74% of all SAF supplied in the EU, with the Netherlands alone receiving 0.32 million tonnes, or 29% of the EU total.
On synthetic aviation fuel, the report noted the market remains at an early stage, with the first EU-based demonstration plant established and around 50 projects awaiting final investment decisions. EASA also released a dedicated data dashboard alongside the report.
