The outage began when a critical communications circuit failed at an air traffic control facility linked to the Northeast corridor, with reports pointing to a severed or malfunctioning fiber or telecom line tied to a Philadelphia-area control center; backup systems were initially unable to take over quickly enough, forcing ground stops and severe flow restrictions at John F. Kennedy International, LaGuardia, and Newark Liberty airports, and 4,000 to 5,500 flights were delayed or cancelled over the day.

By Monday evening, U.S. transportation officials said the damaged lines had been repaired and that traffic management programs were beginning to unwind, though residual disruptions remained significant as aircraft and crews were out of position. Due to the delays, Carney's aircraft's arrival was pushed back and he was set to miss a roundtable on multilateral collaboration held on the margins of the General Assembly, part of the Partners for Multilateralism summit involving Canada, the European Union, Kenya and other states; Canada's ambassador and permanent representative to the United Nations, David Lametti, stepped in to represent the country at the session.

The timing was acute, with delegations from around 130 countries converging on New York for the opening of the General Assembly's high-level debate, during which U.S. President Donald Trump and other heads of state were due to speak. Some bilateral meetings planned on the margins of the General Assembly had to be rescheduled or remained uncertain as travel plans were reworked.
