East Coast Flights Resume After Severed Fiber Optic Cable at NJ Rail Construction Site Disrupts FAA Communications

Flight operations resumed across major U.S. East Coast airports on Monday evening after telecommunications lines damaged in a construction accident were repaired, federal officials said. The outage began when the primary communications circuit failed at the FAA's Philadelphia Terminal Radar Approach Control facility, and controllers then discovered that a backup fiber optic line had also been severed in New Jersey, prompting the FAA to order ground stops at JFK, LaGuardia, Newark Liberty, Philadelphia International, Boston Logan and Teterboro Airport.
The disruption grounded more than 1,000 flights nationwide and delayed over 5,600 others on Monday, with Newark and Philadelphia hit hardest. The severed cable was located at a rail construction site between New Brunswick and Newark, New Jersey. Transportation Secretary Sean Duffy said an Amtrak construction crew had accidentally cut the line, but Amtrak denied involvement and pointed to a New Jersey Transit construction crew operating in the area; NJ Transit officials said they were investigating whether contractor crews or telecom utility markings were at fault.
Duffy later said flights were resuming at LaGuardia and Philadelphia while incoming traffic to Newark Liberty, JFK and Teterboro remained paused, and he said the incident underscored the need for additional funding to modernize aging infrastructure. The outage coincided with the opening of the United Nations General Assembly's high-level week, during which 130 world leaders and dozens of ministers were arriving in New York. The Philadelphia TRACON facility had previously suffered communication blackouts affecting Newark in May 2025 and telecommunications outages disrupting controller radar displays the year before, and Congress has previously approved $12.5 billion to modernize aging air traffic management infrastructure. Separately on Monday, a connectivity issue at the NATS Prestwick control center in Scotland grounded flights across Edinburgh, Leeds Bradford, Belfast and Manchester.
