Electra aero, based in Washington, D.C., the City of Helsinki, and Haaga-Helia University of Applied Sciences have signed a memorandum of understanding to evaluate new regional air service options across the Gulf of Finland.

The agreement includes a feasibility study into air services between Helsinki and Tallinn using Electra's EL9 Ultra Short aircraft. The study is scheduled for completion by the end of 2026 and will assess passenger demand, potential access-point locations closer to city centres, infrastructure requirements, operating economics, regulatory considerations, and possible public-private partnership models.

The parties will also examine the possibility of conducting a future flight demonstration using Electra's EL2 technology demonstrator.
