Charter Aviation Risk Review: Gulf Avoidance Routings, Nepal Relief Operations and Strengthening El Niño Disrupt Global Flight Planning

KLM is voluntarily avoiding the airspace of Iran, Iraq and Israel, along with parts of the Arabian Gulf, describing the move as an operator risk assessment rather than a response to any formal prohibition. Kuwait International Airport and its airspace have experienced intermittent closures, which Jazeera Airways has cited as a live disruption risk on routes including Dubai. Lufthansa Group has suspended multiple Middle East routes, including Dubai and Beirut, through October 24. SWISS has repeatedly extended its Dubai suspension to the same date, with Beirut also suspended until then. Air Canada has suspended Tel Aviv and Dubai services into January 2027, and Finnair has suspended its entire winter Dubai season from October 25 through March 27, along with Doha. Air France is moving toward broader resumption, and Lufthansa Group carriers resumed Tel Aviv service as early as June.

Iran and the United States have struck tankers in what is described as the largest wave of shipping attacks since the war began, with vessels affected in the Strait of Hormuz near Bandar Abbas. Saudi Arabia reported that drones launched from Iraq struck the East-West Pipeline and nearby pumping stations south of Medina on September 10, part of a campaign against Saudi energy infrastructure running since late July. Modelling cited alongside the Middle East disruption suggests roughly 6 percent global travel growth if a ceasefire holds, a roughly 1 percent reduction if hostilities resume, and an approximately 3 percent decline under sustained disruption extending into 2027. Finnair's fuel-carrying and hedging figures illustrate how individual carriers are building buffers against both physical fuel access and price volatility as Brent trades above $100 a barrel.

The three theatres share a common operational demand: planners must now treat avoidance routing, fuel reserve strategy and crew duty limits as linked variables rather than separate line items, because a reroute around closed or avoided airspace changes sector length, which changes fuel burn and duty time simultaneously. In the Gulf and Eastern Mediterranean, the split between voluntary carrier avoidance (as with KLM) and intermittent formal closures (as at Kuwait) means operators are making individually varying risk calls on the same airspace, which keeps route availability and diversion options inconsistent across carriers flying the same city pairs.

Haze and cyclone activity across Southeast Asia function similarly for charter and remote-area operators: visibility-driven delays and diversions in Kalimantan, Sumatra-adjacent and Borneo airspace are a planning constraint layered on top of the Nepal relief effort, where unpredictable weather is already slowing access to Rasuwa and Nuwakot. A strengthening El Niño, expected by the Hong Kong Observatory to peak by December, extends this pattern into cyclone, haze and monsoon variability well into 2027 rather than resolving it in the near term.

The next fixed points to watch are the October 24 expiry of the Lufthansa Group and SWISS Dubai and Beirut suspensions, whether Middle Eastern airline traffic recovers from its 46.6 percent April decline, and whether the ceasefire-versus-resumed-hostilities scenarios embedded in current travel-growth modelling begin to diverge in actual bookings.
