G20 Miami Summit, Dec. 14-15: Operators Urged to Secure Parking, Customs and Ground Transport Ahead of Possible Airspace Restrictions

Why It MattersLarge security-designated summits tend to turn South Florida's open-access airports into constrained, rule-by-NOTAM environments, leaving parking, customs timing and ground transfers as the real capacity limits for business aviation.

What happened

The 2026 G20 Leaders' Summit will be held in Doral, Florida, on Dec. 14 to 15. Business aviation operators are being advised to begin preparing for possible airspace restrictions, heightened security and ground transportation disruption across South Florida.

G20 Miami Summit, Dec. 14-15: Operators Urged to Secure Parking, Customs and Ground Transport Ahead of Possible Airspace

The summit has been designated a National Special Security Event (NSSE). The US Secret Service is coordinating security alongside the Miami-Dade Sheriff's Office, the City of Doral Police Department and other local, state and federal partners. Increased law enforcement presence and temporary security measures are expected in parts of the area.

The FAA has not yet published G20-specific flight restrictions. Temporary flight restrictions (TFRs) could affect multiple South Florida airports, but boundaries, effective dates and authorization requirements remain unconfirmed. Final NOTAMs will determine which airports are affected and what procedures apply. Earlier events offer reference points: the 2023 APEC Summit in San Francisco brought TSA gateway screening for certain aircraft accessing Oakland International, and the September 2026 UN General Assembly in New York brought overlapping TFRs and TSA screening for some helicopter and seaplane operations.

Under normal conditions, Miami-Opa Locka Executive (KOPF), Miami International (KMIA) and Miami Executive (KTMB) do not require slots or prior permission (PPR) for private Part 91 operations. KOPF, near Trump National Doral, normally has CBP services from 9 AM to midnight local. KMIA operates 24 hours with customs services; international arrivals initially block at the designated CBP ramp and clear through a Federal Inspection Services facility separate from the FBO and main terminal. KTMB, southwest of Doral, normally operates 6 AM to 9 PM local and has CBP from 10 AM to 8 PM daily.

On the ground, the City of Doral has warned that security measures such as road closures could begin as early as Dec. 10. NW 87th Avenue and NW 36th Street are expected to be among the most affected roads, with possible closures, checkpoints, vehicle screening and detours. Doral Central Park is scheduled to close Dec. 11 to 16 for summit-related operations. Operators are advised to confirm airport parking and handling, coordinate transfers with drivers familiar with Doral, factor road closures into crew hotel choices, and monitor the FAA TFR website and the City of Doral's official G20 advisory.

Industry impact & what to watch

Leaders' summits with NSSE status follow a familiar sequence for business aviation. Airports that normally accept private Part 91 traffic without slots or PPR can become conditional environments once TFRs and screening procedures are issued, and the binding rules arrive late, through NOTAMs rather than through advance guidance. In that gap, the practical constraints are rarely the airspace itself. Ramp space, handling availability, customs windows and the time it takes to move crew and passengers over closed roads decide whether a trip works.

The three airports named here differ in ways that matter under pressure. KMIA runs around the clock with customs, while KOPF and KTMB operate on limited local-hour windows for CBP and, at KTMB, for the field itself. Any restriction that pushes traffic toward the airports with the widest hours concentrates demand on exactly the handling and parking capacity that is hardest to expand at short notice.

The next milestone is the FAA publishing its G20 TFR and NOTAM package, which will fix boundaries, effective dates and authorization requirements. The City of Doral's closure timeline, with measures possible from Dec. 10 and the park closure running Dec. 11 to 16, marks when ground disruption starts.
