The FAA this week released Order 1030.8, establishing a unified safety management system (SMS) across the entire agency, effective September 15. The order sets safety management policy and requirements for a single SMS operating under the Aviation Safety Management Office, applying to all FAA organizations.

Order 1030.8 defines the roles and responsibilities of the Aviation Safety Management Office, executive leadership, the Executive Safety Council, and other personnel. It also standardizes safety management terminology and facilitates information sharing, requiring a common approach to implementing and maturing the unified SMS with the goal of fostering a positive safety culture. The order states its policy and requirements are designed to "improve the FAA's ability to proactively identify hazards and manage risk at the enterprise level."
The move follows a January reorganization in which the FAA created a new safety oversight office tasked with implementing a single SMS and risk management strategy agency-wide. FAA Administrator Bryan Bedford had outlined a "Flight Plan" calling for streamlined safety management, telling the Aero Club of Washington that the agency's 14 lines of business had not collaborated effectively. "We don't collaborate well. So we're tearing those silos down, and we're creating one FAA SMS and moving really more…to true risk management, risk identification, and threat assessment," Bedford said.
