Senate Democrats Introduce 'Luxury JET Act' to Block Transfer of Qatar-Provided Aircraft to Any President for Personal Use

Nine Democratic senators introduced legislation on July 15, 2026, that would prohibit transferring any aircraft donated by the Government of Qatar to the United States Air Force to any president, presidential family member, or presidential associate for personal use, either during or after a presidential term. The bill, designated S. 4999 and titled the "Luxury Jet Ethics and Transparency Act," was introduced by Sen. Chris Murphy and co-sponsored by Sens. Angela Alsobrooks, Richard Blumenthal, Tammy Duckworth, Dick Durbin, Mazie Hirono, Ed Markey, Adam Schiff, and Chris Van Hollen. It was read twice and referred to the Senate Committee on Armed Services.
The legislation targets a luxury aircraft donated by Qatar to the U.S. Air Force and incorporated into the executive airlift fleet as the VC-25B Bridge aircraft, barring it or any other Qatar-provided aircraft from being transferred to any individual or entity, including a presidential library, for personal presidential use.
The bill also directs the Comptroller General to conduct a review of the Qatar aircraft donation within 90 days of enactment and report findings to congressional defense committees, covering the circumstances and any conflicts of interest surrounding the donation agreement, the terms of the memorandum of understanding signed by U.S. and Qatari officials, the monetary value of the donated aircraft and equipment, and the total cost to the U.S. Government to upgrade and retrofit the aircraft. It further calls for recommendations to improve U.S. law governing the acceptance of foreign gifts and luxury aircraft to minimize conflicts of interest, corruption, and use of taxpayer funds for personal benefit of officials.
